Preheat oven to 400 degrees or grill on high.
Bring a small pot of water to a boil. Add potatoes and cook for 10 minutes. Drain and let them cool.
In a large bowl add the shrimp, kielbasa, corn and onion.
Cut the potatoes into bite size pieces and add to the bowl. Add the Old Bay Seasoning, garlic powder and onion powder. Stir everything together.
Cut four large pieces of aluminum foil and spray with olive oil spray. Divide the shrimp mixture into four servings and add to each piece of foil.
Bring the top and bottom pieces of foil together and fold over then fold in the sides. Make sure the foil is completely sealed so the steam doesn't escape.
Bake in the oven or cook on the grill for 20 minutes.
