Add the ground beef to a large pot. Season with salt and black pepper, break up into small pieces, and cook until slightly browned. Add in the carrots, celery, onion, and garlic.
Once the beef is fully cooked, drain any grease.
Add in the crushed tomatoes, wine, Italian seasoning, salt, and pepper.
Bring to a simmer, cover, and cook on low for 30 minutes. Stir occasionally and add chicken broth if the mixture gets too thick.
Stir in the half and half at the end of the cooking time. Serve with your favorite pasta.
