Preheat oven to 350 degrees F. Spray a pie pan with nonstick cooking spray.
Cook the bacon and chop it into small pieces.
Add the potatoes and onion to a nonstick pan. Season with garlic powder, onion powder, salt, and pepper then cook over medium heat for 5 minutes.
Add the red pepper and cook for 2 more minutes.
In a medium mixing bowl, whisk together the eggs, milk, garlic powder, onion powder, salt, and pepper.
Pour the potato mixture into the pie pan in an even layer. Top the potatoes with the cheddar cheese, then pour the egg mixture over it.
Bake for 35 minutes, or until the eggs in the middle have set.
