Preheat a nonstick skillet over medium heat.
In a large bowl, mix the cauliflower, eggs, cheese, panko, garlic powder, onion powder, chives, salt, and pepper until well combined.
Scoop about 2 tablespoons of the mixture and flatten into small patties.
Spray the skillet with cooking spray. Cook the fritters 3-4 minutes per side until golden brown and cooked through.
